Michael O. Harris is a Memphis native, Navy veteran, father, and public servant shaped by discipline, faith, and lived experience—not political ambition.

​

He is running because he believes too many systems meant to serve people have stopped working the way they should. And he has built his career stepping into those systems, fixing what is broken, and making them deliver real results for real communities.

​

Raised in Memphis and grounded in a Catholic upbringing where service and accountability were expected, Harris learned early that leadership is not about visibility—it is about responsibility. That foundation was reinforced in the United States Navy, where preparation, clarity, and follow-through were not optional. They were the standard.

​

But his path was not linear.

​

Before leading major public institutions, Harris worked in fast-paced, high-pressure environments—including the entertainment industry—where success depended on performance, adaptability, and delivering for people in real time. That experience sharpened his understanding of customer experience, efficiency, and what it means to operate in environments where expectations are high and conditions are constantly changing.

​

He carried those lessons into public service.

​

Throughout his career, Harris has been called into organizations during moments of instability, transition, or distrust. His work has focused on restoring order, rebuilding credibility, and producing results that last beyond his tenure.

​

As Executive Director of the Greater Whitehaven Economic Redevelopment Corporation, he helped generate more than $1 million in direct investment into the community—supporting small businesses, protecting neighborhood assets, and aligning development with the priorities of residents, not outside speculation.

​

Now, as President and CEO of the Memphis Metropolitan Land Bank Authority, Harris is focused on one core idea: public systems must work. His leadership has centered on strengthening governance, improving accountability, and using public land to support housing stability, neighborhood revitalization, and long-term community benefit.

Alongside this work, he has helped launch initiatives focused on energy efficiency, community resilience, and expanding access to opportunity—ensuring that innovation is not abstract, but felt at the household level.

Harris is known for being direct, disciplined, and unwilling to accept dysfunction as normal. He does not approach leadership as a title. He approaches it as stewardship—something that must be earned, protected, and exercised with care.

​

He is also a father of three daughters. That responsibility shapes how he thinks about every decision: whether it leaves the next generation with stronger systems, safer communities, and more opportunity than the one before.

​
